A line through points (-2, 3) and (1, b) is perpendicular to the line
y = (1/2)x-1 (Slope = 1/2)
Perpendicular Line: m = -2/1 (negative reciprocal)
(-2, 3) and
(1, b) m = (3-b)/(-2-1)
(3-b)/-3 = -2
(3-b) = 6
-3 = b
