let general admission be x and students y
x+y = 181 subtract y on both sides and you get
x = 181-y
and
5x+4y = 798 substitute for x:
5(181-y)+4y = 798
905-5y65+4y = 798
-y = -107 divide both sides by -1
y = 107
There were 107 students and 181-107 = 74 general adm
