1 pound = 16 ounces
2 pounds = 32 ounces (multiply both sides by 2)

Since the scale is accurate within half an ounce, it means that the lowest the scale can go is 31.5 ounces. If it went to 31 ounces, then it would be too far. The highest it can go is 32.5 ounces

Convert 31.5 ounces to pounds to get 31.5*(1/16) = 1.96875 which rounds to 1.97 pounds

Convert 32.5 ounces to pounds to get 32.5*(1/16) = 2.03125 which rounds to 2.03 pounds

So the only possible answers are choices B and D
