The probability of 34% tells us that on the average,

34 times out of 100 it will happen.

Therefore on the average, 100-34=66 times out of 100 
it won't happen.

The odds against is the comparison of the times it won't
happen to the times it will:

Answer: 66 to 34 or, dividing each by 2, 33 to 17.
