Percent of Change = [(1750 - 1999)/1999] * 100%
Percent of Change = [-249/1999] * 100%
Percent of Change = -0.12456228 * 100%
Percent of Change = -12.456228%
So the Percent of Change is -12.456228. This is decreasing because the percent of change is negative.
