I don't see an inequality, but an equation here as
(i) H%28m%29+=+800%28m%29
unless you say
(ii) 800m+%3E=+0
where height is great than or equal to ground level, at 0.

after 15 minutes, we get from (i)
(iii) H(15) = 800*15 = 12000 ft
converting to miles, we get 12000 / 5280 = 2.27 miles > 2 miles. Yes it can.
