Just write an equation of what it says:

1%2F5x + 5 = 1%2F4x - 5
:
Add 5 to both sides and you have:
1%2F5x + 10 = 1%2F4x

Multiply equation by 20 to get rid of the denominators:
20*1%2F5x + 20(10) = 20*1%2F4x

cancel out the denominators
4x + 200 = 5x

200 = 5x - 4x
