You can do this a couple ways. Let's solve this by substitution. First we take an equation and solve for one of the variables. In this case We're going to use your second equation +2x=y-4 and solve for y. We'll plug the y value then into the second equation.
2x=y-4
-y=-2x-4
y=2x%2B4
Now we'll substitute this for y in the first equation.
8x%2B3y=26
8x%2B3%282x%2B4%29=26
8x%2B6x%2B12=26
14x=14
x=1
Now plug in the x value into either equation to get the y value.
2x=y-4
2%281%29=y-4
2%2B4=y
y=6
This gives us the solution (1,6).
To check it just plug both values into either equation.
8%281%29%2B3%286%29=26
8%2B18=26
26=26

Add 4 to both sides of the 2nd equation. y=2x+4
substitute 2x+4 for y in the 1st equation. 8x+3(2x+4)=26
8x+6x+12=26
subtract 12 from both sides. 14x=14
x=1
substitute 1 for x in the 2nd equation. 2=y-4
add 4 to both sides. y=6
