If you mean as category of numbers, then no. If you mean as expressions, then maybe not always.
An expression might be expressed as a numerator and a denominator; but if either or both contain a firmly irrational quantity, then the entire expression is not a rational number. A rational expression has NO irrational part.
A more specific example may be easier to answer you.
