Multiply the first equation by 2:

-2x + 2y =  8
 3x - 2y = -7

Add the two equations:

  x + 0y =  1

Simplify

  x      =  1

Substitute back into either original equation:

 3(1) - 2y = -7

Solve for the remaining variable:

      - 2y = -10

         y =   5

Check:

 -1  +   5  =  4
3(1) - 2(5) = -7
