2x+3y=6 --> y = (-2/3)x + 2
y=-2/3x-1

The 2 lines are parallel if you graph them.
No intersection, no solution.

This has no solutions:
y=(-2/3)x-1 is already in slope intercept form
2x+3y=6
subtract 2x from both sides
3y=-2x+6
divide all by 3
y=(-2/3)x+2
Since these have the same slope but a different intercept they are parallel lines.
