4x-2y=9
Multiply 1st expression by 2, rewrite 2nd expression as is:
-4x+2y=10
4x-2y=9
When you add these expressions: -4x & 4x cancell out; 2y & -2y cancell out.
The resault you get is 0=19, since 0 can not be equal to 19 this is a CONTRADICTION.

The results of the other tutor,
0 = 19 indicate and that the system in inconsistent.
If you graph them, the lines are parallel, no intersection, no solution.
