That inequality simplifies to:
4x-3y >=0
y <= (4/3)x

The boundary of the inequality is y = (4/3)x
----
(0,0) is on the boundary line. It satisfies the
equality but cannot be used to test the inequality
because it is on the boundary line. You have
to use a test point that is not on the boundary.

Using (6,-5) you get -5 < (4/3)(6)
-5 < 8
That is true so the half-plane containing (6,-5)
is the solution set for the inequality.
