7y=5x+7

y= 5x/7 +1
slope = 5/7

The slope of line perpendicular to this line will be -7/5
point ( -3,1)
Plug value of a,y & m to get value of b
in y= mx+b
1=-7/5 * -3 +b
1=21/5 +b
1-21/5 = b
-16/5 =b
The equation will be
y= -7/5 x -16/5
