Subtract 8y from each side:
3y-8y-1<8y-8y-3
-5y-1<-3

Add +1 to each side
-5y-1+1<-3+1
-5y<-2

Divide both sides by -5, and don't forget to REVERSE the sign because you divided by a NEGATIVE number:

y+%3E+2%2F5

Set builder notation is {y|y>2/5}, which is read:
THE SET of all values of Y, SUCH THAT, y>2/5.
