A 22%, B 24% C 28% D 32% The answer is D. I need some intruction as to how to set this problem up.

No setup is needed for this one.
It comes down to this:
If you add a 20% and a 30% the 20% will dilute the 30% and give
you a mixture that is less than 30%.
You could not possible end up witha 32% solution.
