Its graph is x = -8 which is a vertical line.
It is not a function, so it is not linear.
Its standard form would be x + 0y = -8
but the coefficient of y cannot be zero; so it has no standard form.

Yes, it is linear. Standard form is . Just Add -8 to both sides to get This is a vertical line through the point

Unless you made an error when you typed the problem and you really meant in which case the equation is still linear, and it is already in standard form.
