If you are solving a single-variable linear inequality where the variable is y, then the answer is yes. But in general, the answer is no. In the first place, you might be asked to solve a linear inequality that does not contain the variable y, making it impossible to solve for y. In the second place, if there is are 2 (or more) variables in your inequality, even if one of them is y, it may be convenient to solve for one of the other variables. It all depends on what you are trying to accomplish by the algebraic manipulation contemplated.
