"You need to have less than 4 buckets"

means

"You need to have either 0 buckets, 1 bucket, 2 buckets,
or 3 buckets."

whereas,

"You need at most 4 buckets"

means

"You need to have either 0 buckets, 1 bucket, 2 buckets,
3 buckets, or 4 buckets."

In other words, the first does not allow you to have 4 buckets,
but the second one does allow you to have 4 buckets.
