Since it's 1/2 empty, he doesn't hear it. 20 minutes later, he looks for the bottle to take another drink. He realizes it fell in the water. He turns around and rows back to the bottle, which is 1 mile from the bridge.

sadly this problem is full of misleading bs. all you need to know is at the start of the bridge a floating object is carried by the stream. in 20 mins it was carried for 1 mile.
to get someplace in 20 mins instead of 60 mins (60/20=3) means you traveled 3 times faster.
so if 1mph is base speed, 3 times that is 3mph, this would be the current of the stream.

The boat and the bottle are moving in the same medium.
He rows 20 mins away from it, so it takes 20 minutes to get back to it.
Doesn't matter if he is rowing upstream or down.
The bottle moves 1 mile in 40 minutes.
---> speed of the stream is 1.5 mi/hr

Edwin also did it using a different method.
It's 1.5 mi/hr

PS "3 times faster" is not 3 times as fast.
