The first is 2y=x-4 so y=(1/2)x-2
the second is 8y=4x-10, so y= (1/2)x-5

These have the same slopes but different intercepts so are parallel
Can solve by letting x=2y+4 in the first and substitute in the second
-8y-16+8y=-10
-16=-10 no solution
