y = 3+1/2x-1
y = 1/2x+2
now we have the equation in slope-intercept form y = mx+b

Slope: 1/2 - ordered pair: (-2, 4)
y-y_1 = m(x-x_1)
y-4 = 1/2(x-(-2))
y-4 = 1/2(x+2)
y-4 = 1/2x+1
y = 1/2x+5 This is the equation of your line. Notice it has the same slope, 1/2, so both lines are parallel.
