x+3y=0
12y=-4x

Put the equations into slope-intercept form::
y = (-1/3)x
----
y = (-4/12)x = (-1/3)x
-------
The slopes are the same:: m = -1/3 and the intercepts are the same.
The two lines are really one line.

Ans:: infinite # of solutions
