Since it is only a less than, you would plot a dotted, horizontal line thru the point (0,5). Then shade the half-plane below that line and you're done.

Graph y = 5.
That's a line parallel to the x-axis and 5 units above it.
y < 5 is all the area below the line, not including the line.
Usually a dashed line is used to indicate it's not included.
