Maybe, maybe not. If she stopped at a rest area for an hour and had to travel the entire 97 km in 42 minutes, then yes indeed she would have been exceeding the speed limit at some point while she was actually moving. But if she travelled at her average speed or very nearly her average speed for the entire trip, she would have only been going about 35 miles per hour at any given time. Average speed is the total distance traveled by the amount of time it took, even if you stand still or go very slowly for some period of time.
Had the problem read, "...Sally had traveled 97 km in 102 minutes at a constant speed.", then there would have been no ambiguity to this question.
