Because a number in scientific notation has to be in the form of:
where and
We have to first make your number less than 10 and greater than 1.
That would be 7.9.
Now, how many places did you move the decimal point over from 7900000 to 7.9? I'll give you a hint. It's 6.
So in the above equation, y=6 and x=7.9.

And you're done. =)

how do you write 790000 in scientific notation?
You need one digit in front of the decimal x 10 to what ever numbered power that you need to move the decimal to get back to the original number.
790000=7.90000 x 10^5
If you have to move the decimal backwards to get back to the original number make the exponent negative:
.000079=7.9 x 10^-5
