Select 4 ordered pairs where you have 4 different first elements in the 4 pairs. It is a function because each possible value in the domain of your relation, that is the set of first elements in the set of ordered pairs, maps to a unique element in the range, that is the set of second elements.
For the second part of your problem, do the same thing, except make sure that at least 2 of the first values in your set of ordered pairs are equal. Your set of ordered pairs will NOT be a function because you have at least one value in the domain that maps to more than one value in the range.
