a short cut would be to know that there is 27 cubic feet in 1 cubic yard

I think that they want you to use 3ft/yd three times (for cubed)
actually, if they want a "multiplier"; it would be (1/3)yd/ft
4700 ft^3 * (1/3)yd/ft * (1/3)yd/ft * (1/3)yd/ft = 522 2/9 yd^3
