ANSWER:
Multiply both numerator and denominator by 7i
==> (-5 + 7i)* 7i / 7i* 7i
==> -5*7i + 7i * 7i )/7*7 * i * i
==> (-35 i + 49 i^2 ) / 49 i^2
==> (-35 i + 49 * -1 ) / 49 * -1
==> (-35 i - 49 ) / -49
==> ( -35i/-49 - 49/-49)
==> (35/49)i + 1
==> 1 + (35/49) i
==> 1 + ( 5/7) i
which is of the form a + ib, where a = 1 and b = (5/7)
