Multiply numerator and denominator
by the conjugate of 2-3i, which is 2+3i.

You get: [(1+2i)(2+3i)]/[(2-3i)(2+3i)]
====
= [2+5i-6]/[4 + 0i + 9]
------
= (-4+5i)/13
================
