Solve for 2 conditions:
(7-3y)/2<1
multiply both sides by 2
7-3y<2
add -7
-3y<-5
divide by -3 and reverse inequality sign

or
-(7-3y)/2<1
multiply both sides by 2
-7+3y<2
add 7
3y<9
y<3
