1st: 2x+3>=19 or
2nd: -(2x+3)>=19

Consider the 1st:
2x>=16
x>=8
Graph on number line with an arrow starting at 8 and extending to the right.

Consider the 2nd:
2x+3<=-19
2x<=-22
x<=-11
Graph on the number line with an arrow starting at -11 and extending to the left.
