4 > -2│ x - 7│+8

We isolate the absolute value first...so from
4 > -2│ x - 7│ + 8
-4 > -2 |x - 7|
2 < |x - 7| or
|x - 7| > 2
Now we break it up into two separate inequalities
x - 7 > 2 and x - 7 < -2 and solve them both to get us
x > 9 or x < 5
