Divide both sides by 2 to get:
|5x+3| = 8
---
Comment: That "5x+3" must be +8 or maybe is it -8.
That gives you two equations to solve:

5x+3 = 8 or 5x+3 = -8
5x = 5 or 5x = -11
x = 1 or x = -11/5
