Start by getting the variables on one side and the number terms on the other. I recommend getting the variables on the left side:

7 + 5|c| < 1 - 3 |c|
7-7 +5|c| < 1-7 - 3|c|
5|c| < -6 - 3|c|

Add + 3|c| to each side:
5|c|+ 3|c| < -6
8|c| < -6

Divide by 8"
|c| < -6/8

There is NO SOLUTION, since |c| cannot be less than 0.
