these are used to mark the endpoints of lines.
if the circle is open, it means the endpoint value is not included.
if the circle is closed, it means the endpoint value is included.

as far as a circle not connected with defining the endpoints of a line, a complete circle is a closed circle.
an open circle could be defined as an arc, since the arc doesn't go all the way around the circle.
if the arc goes all the way around the circle, it represents the circumference of the circle.
i've never heard of the arc being described as an open circle, however, so this may not be correct, even though it might be logically derived.
i did check the web and found no references of open circle except in reference to the end points of a line.
