When the information for a problem like this is given as a fraction, I find it much easier to set up the problem using ratios.

In this problem, where the information is that the number of sailors is 2/3 the number of soldiers, I see that as saying the ratio is 2:3. So
let 3x = # of soldiers
then 2x = # of sailors

Then




The number of soldiers is 3x=18; the number of sailors is 2x=12.
