I have absolutely no idea how to set this problem up. Please help me

As I understand the meaning of the words in this post,

    it means that not only 2.9 cc is good.

       2.9 + 0.25 cc  is good also;    and
       2.9 - 0.25 cc  is good, too;    and

       everything in between these two endpoint values is also good.
