L +  W = 23     (1)    (since 2L + 2W = 46)
L - 2W =  2     (2)
----------------   Subtract equation (2) from the equation (1). You will get


3W    = 21  --->  W = 7  --->  L = 23 - 7 = 16.


The dimensions are 16 and 7 inches.
