so 1st convert it. Now 13,474 litres = 13,474,000 cm^3
Think the height of tank is H. And now lets find it.
Volume = Height x Length x Breadth
13,474,000 = H*70*55
H = 13,474,00/(7*55)
H = 3500 cm
