There is no possible way to fit two basketballs of diameter 24 in into a cube with side length of 24 in.

You can only fit one ball in this cube

Volume of Cube: V = s^3 = 24^3 = 13,824

Volume of Ball: V = (4/3)*pi*r^3 = (4/3)*pi*12^3 = 7,238.22947387089

Difference: 13,824 - 7,238.22947387089 = 6,585.7705261291

There is roughly 6,585.7705261291 cubic inches of empty space (ie air) that is not being occupied or enclosed by the ball.

This empty space may seem like a lot, but it is not enough room to fit another ball in it.
