Not sure what you mean, so taking the height logically as written, height of the cylinder is 8 inches, so the height of the cone is 16 inches. It could also be kept as variable h until clarification is made.

Volume of cone: 2h%281%2F3%29pi%2A5%5E2=25%2A%282%2F3%29h%2Api

Ratio of cylinder to cone is 1:2/3 which is 3%2F2.
