This is a percentage problem with a twist. Remember all percentages are a ratio of a partial amount over a whole amount. This problem needs you to calculate the part of the chemical over the whole amount of the solution. The trick is that the ratio is in g/L or grams/liters. The amount of chemical given is in kg or kilograms and so we need to change that to grams.
4 kilograms = 4000 grams since 1 kilogram = 1000 g
4000 g / 200L
Simplify this:
40 g/2 L
20 g/1 L
The problem states that 1% is 10 g/L and our solution is twice this amount because it is 20 g/L so the solution is a 2% solution.
