One cylinder will have dimensions as follows:
circumference = 8.5 = pi*d = pi*2*r
r = (8.5)/ (2*pi)
height = 11
area of base of cylinder = pi*r^2 = pi * ( 8.5/(2*pi) )^2
volume = 11 *pi * ( 8.5/(2*pi) )^2 = 198.6875/pi

The other cylinder:
circumference = 11
r = 11/ (2*pi)
height = 8.5
area of base = pi * ( 11/(2*pi) )^2
volume = 8.5* pi * ( 11/(2*pi) )^2 = 257.125/pi
