Those diameters are feet for outer, and feet for inner.
As RADII, feet for outer, and feet for inner.

Cross section area of the piping:
* SQUARE feet ------------ this line wrong. See below.

How long L for 5 cubic feet?
--------simplify and solve for L.

            The solution by @josgarithmetic is  INCORRECT,  as usual.

            I came to bring a correct solution.

Outer diameter is 8 inches = ft; inner diameter is 6 inches = ft.

Outer radius is ft; inner radius is ft.

The cross-section area is  A =  -  =  =  =  square feet.

For the pipe length L we have this equation

    A*L = 5 cubic feet,  or   = 5.

From this equation

    L =  =  = 32.74 ft  (rounded).

ANSWER. The pipe length is about 32.74 ft.

Solved.
