The problem doesn't say that the two pyramids are similar. They have to be, in order to solve the problem; so I will assume they are.

The information about the surface area of the smaller pyramid is not relevant to the problem. It's put there to confuse you.

The ratio of the heights of the two pyramids is 24:8 or 3:1. That means the ratio of the volumes is 3^3:1^3 = 27:1.

So if the volume of the larger pyramid is 648 m^3, then the volume of the smaller one is 648/27 = 24 m^3
