vector <4,7> is in the first quadrant which means angle theta will be between 0 and 90 degrees

theta = inverse tangent ( y / x) = inverse tangent ( 7 / 4 ) = 60.255118703
take decimal portion 0.255 and multiply by 60 = 15.3 , this gives us 15 minutes
now take decimal 0.3 and multiply by 60 = 18, this gives us 18 seconds
therefore, the answer is 60 degrees 15 minutes 18 seconds
