The hour hand travels 5 minute marks in one hour. Since it was exactly 4 o'clock,
the hour hand has travel 2 minute marks. Another words 2/5 of an hour has
elapsed since 4 o'clock. 2/5 * 60 is 24 min. The time is 4:24
