The velocity vector relative to the shore is the vector with the North component of 3 m/s and the East component of 1.5 m/s.
I am 129% sure that you were going to ask about the SPEED MAGNITUDE relative to the shore, instead of asking about velocity.
The speed magnitude is m/s.
