Assuming you do not want to use the dot-product.
---
Direction of "u" = arctan(-2/6) = -18.43 degrees
Direction o "v" = arctan(6/2) = 71.56
-------
Note 18.43 + 71.56 = 90 degrees
----
Conclusion:: u and v are perpendicular.
============
Using dot-product
u dot v = (6*2)+(-2*6) = 0
Therefore u and v are perpendicular.
